The Communist Party & Shanghai

The foreign settlements were a wonderful haven for political activists, including communists. Where else but Shanghai could the Chinese Communist Party have held its first congress in July 1921? It was a modest and secret affair in a house on Rue Wantz in the French Concession. Half way through the congress, there was a visit from a suspected spy of the French authorities, and they finished the congress on a pleasure boat on a lake outside the city.
